• A reorganization took place at a latest PECCI Special Board Meeting. Filmore was unseated as Treasurer and elected as Asst. Secretary. Uson was elected VP. Mendoza is now Secretary. Pascual retains the Chairmanship.

• A Committee headed by Cesar Mendoza was constituted. Atty. Arevalo is being invited to be a member. It is tasked to look into the options for PECCI to take in lieu of the end of its Corporate life come December 6, 2008. Below is the content of email sent by Cesar Mendoza to the addressees:

In addition to studying and evaluating the best option to take, the said committee shall liaise with the Cooperative Development Authority (CDA) and/or to any government entities to ensure that the same will accept and eventually approve any petition/request which PECCI will file for the purpose.

Nais ko pong sagutin ang mungkahi ng ating kasama na si Ka Ed Tajonera na dapat daw po ay makakuha tayo ng matibay na information at documents para patunayan ang corruption and mga personal gains na nangyayari sa ating cooperatiba. Ito po ay napakahirap gawin sa dahilang lahat po, mula sa empleayado at hanggang sa mga Director at Officers ay mag kakasabuat. Ang mabuti po ay ating tanungin silang lahat kung ang mga sumusunod ay TOTOO BA O HINDI. Hindi po tayo naninira , naiingit at namumulitika ang nais lang po ay ang katotohanan.

Para sa mga Director - Mananag Juliet Taneca, Manong Cesar Mendoza, Ka Ric Pascual, Haring Filmore Dalisay, Pareng Nonong Noriega, Chong Julius Uson at Lakay Padaoan. Sana po ay sagutin ninyo ng totoo ang mga sumusunod na katanungan.

1. Totoo po ba ang kumalat na text na ang pangalan ng pecci ay papalitan at hindi extension ang gagawin sa kadahilanang si Haring Filmore Dalisay ay tapos na ang termino at bagong pagtakbo naman sa election ng PECCI sa bagong pangalan? Magiging isang institution na po ang PECCI?

2. Totoo po ba kapag nagyari ang change name ng PECCI ay parang sa TELESCOOP na supil na nila ang gusto nilang gawing officer na halos wala ng participasyon ang mga miembro?

3. Totoo po ba na si Haring Filmore ay ngayon pa lamang ay nag hahanda na sa kanyang pagtakbo sa bagong PECCI name at ginagamit ang Educational Committee Fund na milyon milyon. Na ang seminar ay ginagawa sa mamahaling hotel tulad ng Intercon Hotel sa Makati at ang kanyang inaalagaan ay ang mga taga Call Center at hindi na niya inaalagaan ang mga taga PLDT na nagpalago ng PECCI? Wow naman professional politician ka ha.at nagbubuo siya ng mga lider na sinusuhulan niya ng malaking pera?

4. Totoo po ba na ang PECCI ay nag invest ng 25 million sa Metro South Cooperative na ang interest ay 6% at ang PECCI naman ay nagbibigay sa mga investor katulad ng mga retirees, executives at ibang miembro ng 10 to 12 percent? Hindi po ba at a lost ang PECCI sa ganitong schema? Kagagawan po ito ni Filmore Dalisay? Naku po may cut yan...at hindi tamang paraan...

5. Totoo po ba na si Haring Filmore Dalisay ay Director ng Metro South Cooperative at siya ang nag mamaniobra ng pera nito at ng PECCI? Naku po patay tayo dyan...kaya pala nag invest ng 25 million at 6% interest ang PECCI...Sana sa Banko na lang sigurado pa. eh community cooperative yan eh. Baka si Balajadjay at si Tibayan ang isa sa mga Director dyan?

6. Totoo po ba na hindi nagbabayad ng income taxes ang mga Director at Officers ng PECCI sa nakukuha nilang allowances na humigit kumulang 1 million bawat isa kada taon? Na ang kabuuang taxes ay umaabot na ng 30 million na malamang PECCI ang magbayad? Isusumbong ko kayo kay Mr Rene Banez at sa BIR?

7. Totoo po ba na si Haring Filmore Dalisay ay may bagong CAMRY 2007 MODEL na ang halaga ay 1.7 million at ang PLATE No. ay FSD 808 (Filmore S. Dalisay) na galing po sa PECCI? Bakit?

8. Totoo po ba na si Haring Filmore Dalisay ay may isa pang bagong FORTUNER 2007 MODEL na ang halaga ay 1.3 million at ang PLATE No. ay FSD 524 na ito po ay ang kanyang birth date? Bakit? Wow pang bigtime ang plate no...Sobra kana bruder..

9. Totoo po ba na ang bagong hobby ni Haring Filmore Dalisay ay bonsai na nagkakahalaga ng 20 thousand bawat isa? Galing po yata ito kay Larry Pelayo ng TELESCOOP at siya po ay VP ng GMM West Business District. Ang galling naman...Mahilig po kasi si Haring Filmore na pagbigyan lalo na ang mga Officer ng PLDT para may utang na loob sa kanya? Mr. Pelayo huwag kang magpasilaw sa pera? May KARMA yan.

10. Totoo po ba na sang-ayon ang lahat ng Director na palitan ang pangalan ng PECCI? Ma koncencia kayo sa balat ninyo...

11. May credible auditor po ba ang PECCI na lahat po ng gastos ng mga Director lalong lalo na si Haring Filmore Dalisay ay naka documento? Mag palabas naman po kayo ng audit findings specially the expenses na ginagamit sa Educational Committee Roadshow. Pa hotel Hotel pa. Ano po ba ang ginagawa ng Supervisory Committee?

12. Huling tanong na po. Alam po natin na ang miembro ng PECCI lalong lalo na ang mga taga PLDT ay halos lubog at baon sa utang. Totoo po ba na ang Christmas Party ng PECCI ay gagawin sa Shangrila Hotel? Sana po ay maantig ang puso ninyo na ibahagi na lamang sa miembro ang mga labis labis na gastos ng mga Director. Para po hindi si PLDT ang kinukulit namin para madagdagan ang suweldo.

Para naman Kay Mr. Rene Banez - Good Governance Officer at Kay Mr. Jun Florecio - Audit Guru.

Mr. Rene Banez - Bakit po sa CG PRIMER, UNDER CONFLICT OF INTEREST POLICY pages 11-12, c) Involving directorships, executive positions and employment in other companies or organizations. - avoid accepting positions or employment, or carrying out work outside of PLDT where a conflict of interest or loyalty issue may arise.

Malinaw na ang isang empleayo ay dapat mag concentrate sa kanyang trabajo upang maging effective and efficient sa lahat ng oras para kay PLDT. Hindi po inaallow na kumuha ng ibang trabajo. Eh Bakit po si Haring Filmore Dalisay, Director po siya ng PECCI, TELESCOOP at ng Metro South Cooperative. Unfair naman po siya sa ibang PLDT employee na halos sobra sobra ang oras na binibigay sa companya na walang bayad. Pa audit po kaya ninyo ito at pa lifestyle check at yung myhr link natin sa PLDT kung ginagamit niya. Halos wala na siyang panahon mag trabajo sa PLDT kung ganito ang kanyang gawain. Walong oras ba siyang nagtatrabajo sa PLDT? Eh kung ganoon hindi siya karapatdapat sa PECCI.

Mr. Jun Florencio may magagawa po ba kayo dito? Pwede po ba pa lifestyle check ninyo ito at pa audit ninyo ito? Puro golf na lang ang ginagawa during office hour. Malakas po kasi ito kay Rick Pascual - VP ng South Business District kalaro po nya ito at slave po niya si Rick Pascual dahil sa utang na loob at personal gain.

Si Filmore Dalisay po ay dapat kasama sa matatangal sa accounting nitong 2007. Kaso sinalo ni Mr. Rick Pascual at inilagay sa isa nyang hawak na Division sa smart tower business office sa business zone para sa kanilang personal gain at interest sa PECCI. Hindi po ba may re-organization ang RBG? This is personal gain with unfair practices to other employees.

Hindi po ito maganda sa PLDT na ang objective ay to be a world class company.

Salamat po at sana ay maging makabuluhan ang sulat kong ito. Magtanong po tayong lahat sa pamamagitan ng e-mail natin.

Manang chinky at manong cesar at pareng nonong, alalahanin ninyo na ang KARMA kung ito ay hindi dumating sa inyo ito ay darating sa ka pamilya nyo.. pagisipan ninyo..Huwag mang api ng kapwa..dahil lang sa pera at material na bagay....

It is unfortunate that you have missed the message of a very important circular of CDA which caused members to believe that PECCI is to be dissolved if we don't register for Extension of Term before Dec. 15, 2007 . The misinformation needs to be rectified by your same group who caused it, to show your legitimate concern.

Be that as it may, I hope that we should be more prudent and responsible in coming out with information for our members who believes and patronize our cooperative (PECCI).

You might be referring to the CDA Circular No. 2006-09 on the Guidelines for the Registration of Amendments of Cooperative's Term of Existence when you cited the December 15, 2007 deadline in your email. It should be noted that this said date is quoted in item B "After Expiration of Term" of the Circular which does not apply to PECCI because we are only 49 years this month. Item B reads:

" Cooperative whose term of existence had already expired but failed to file the necessary amendment of the article of
cooperation in letter A above may be allowed to file the necessary amendment up to December 15, 2007 only within
which during this period, the CDA will send notice of reminder to these concerned cooperatives".

On the case of PECCI whose term of existence has not yet expired, item A "Before Expiration of Term" has this to say:

" An application for extension of cooperative term of existence may be filed not earlier than five (5) years prior to the original
or subsequent extension unless there are justifiable reasons for an earlier extension as determined by the Authority. The
Grant of extension of the cooperative term of existence shall be evidenced by the issuance of Certificate of Amendment
Issued by Authority".

I hope that this reply appropriately addressed your concerns. Rest assured that whatever action the PECCI officership takes shall be directed to the best interest of PECCI as a whole. God bless.

Di ko alam kung mayroong ruling ang CDA na ang last filing ay sa Dec. 15, 2007 . Kung totooo dapat mag--file na agad ng Extension. Magiging legacy na ng PECCI ang umabot sa 50 years to 100 years tulad ng PLDT. Next year Dec. 5, 2008 ay 50 years na ang PECCI. Please refer below excerpt (black fonts) from Cooperative Code of the Philippines para alam natin ang nakasaad sa batas.

Ako bilang elected officer ng PECCI ay handang sumunod kung anong nakasaad sa ating batas. Extension not dissolution.

TIMELY INTERVENTION

Yesterday (10 December), our group personally followed up our letter with, and sought the intervention of, the CDA thru Mr. Manuel Lapena and Ms. Nerissa Lopez. We explained to them, PECCI's predicament regarding the expiration of the Cooperative Life of PECCI.
Pinaliwanag po namin na mukhang mayroong pagkakamali na ang deadline to EXTEND the Cooperative Life of PECCI ay sa 15 December 2007. Binanggit namin ang Cooperative Code of the Philippines, particularly Article 13, Chapter II. R.A. 6938.
Pagkatapos po namin ihayag ang aming paliwanag, palitan ng kuru-kuro at na-verify ng CDA sa records nila na ang tamang deadline ay "on or before 08 December 2008".
Salamat ! At hinintay na rin namin ang official reply ng CDA. (Bibigyan rin po namin kayo ng kopya ng sagot ng CDA.)

Kaya mga kasama, LET US BE VIGILANT OF OUR RIGHTS !

ON NOVEMBER 27, 2007 (COPY OF LETTER ATTACHED), SENSING OF INDIFFERENCE AND DELIBERATE INACTION FROM THE CURRENT PECCI BOARD, ATTY. AREVALO AND MR. RODRIGUEZ INFORMED THE OFFICE OF MR. MANUAL LAPENA, ADMINISTRATOR-CDA, THAT THE CURRENT DIRECTORS OF PECCI IS NOT INTERESTED TO EXTEND THE CORPORATE LIFE OF PECCI FOR ANOTHER FIFTY (50) YEARS AND ARE WORKING FOR THE CHANGE OF NAME OF THE COOPERATIVE (SIMILAR CASE OF TELESCOOP) OR ESTABLISH A NEW COOPERATIVE WITH THE PRESENT MEMBERS OF PECCI; AND THAT THEY BE PROVIDED WITH THE EXACT DATE OF THE EXPIRATION OF THE CORPORATE LIFE OF PECCI BASED ON CDA OFFICIAL RECORD AND THE SPECIFIC PERIOD WITHIN WHICH THE EXTENSION OF CORPORATE LIFE OF PECCI CAN BE TIMELY FILED.

WE ARE NOW PLACED IN A QUANDARY AS TO THE MOTIVE OF THE EXISTING PECCI BOARD REGARDING CURRENT PECCI’S EXISTENCE SINCE THERE ARE ONLY TWO OPTIONS PROVIDED UNDER REP. ACT 6938, (ART. 13. TERM) “A COOPERATIVE SHALL EXIST FOR A PERIOD NOT EXCEEDING FIFTY (50) YEARS FROM THE DATE OF REGISTRATION UNLESS SOONER DISSOLVED OR UNLESS SAID PERIOD IS EXTENDED. (UNDERSTATEMENT SUPPLIED)

THIS DILEMMA WAS REINFORCED BY A TEXT MESSSAGE THAT THE DEADLINE FOR THE FILING OF EXTENSION IS ON OR BEFORE DECEMBER 15, 2007; OTHERWISE, THE COOPERATIVE IS DEEMED DISSOLVED.

Mga kapatid at kapwa kasapi sa PECCI. Kumalat sa buong kasapian (Luzon, Visayas at Mindanao) noong Huebes (Dec. 6, 2007) ang text na ito. Marapat lamang na bigyang linaw ang mensahe upang maintindihan at maging bahagi na malayang talakayan ng mga kasapi o miyembro ang mga mahahalagang isyung kinahaharap ng ating samahan.. Napakagandang pagkakataon upang mabigyang buhay ang unang prinsipyo sa kilusang kooperatiba, ang “DEMOCRATIKONG PAMAMAHALA “(Democratic Control). Nagpapalakas ng samahang kooperatiba na kung saan ang mga kasapi ay malayang nakapagpapahayag at nakikilahok sa mga usaping makakaapekto sa kanila. Ito’y kontra sa isang pamamalakad na iilan lamang ang nagpapasya at nagtatakda ng dapat gawin para sa sariling mga motibo o kapakanan lamang.

Malinaw sa text sa itaas na sa isang taon (Dec. 6, 2008) ay ang 50th Corporate Anniversary ng PECCI. Nasasaad sa Memorandum Circular No. 2006-09, Series of 2006 ni Chairperson Juarez ng Cooperative Development Authority or CDA, na dapat ay humiling lamang tayo ng EXTENSION para sa 50 more years o dugtong na limampung taong buhay para sa PECCI kung ating nanaisin. May kumakalat na balita na may mga opisyales sa present Board of Directors ng PECCI ang tahimik na lumalakad para sa pagbubuo ng isang “BAGONG KOOPERATIBA” na papalit sa kasalukuyang PECCI.

Bakit “Bagong Kooperatiba”? Bakit hindi ipagpatuloy ang kasalukuyang kooperatiba? HINDI BA’T ANG MGA ISSUE NA ITO AY HINDI LAMANG SAKOP NANG PAGPAPASYA O PAGDEDESISIYON NG IILANG DIRECTOR KUNDI DAPAT AY PINAG-UUSAPAN AT PINAG-DEDESISYONAN NG BUONG MIYEMBRO NG PECCI? DAPAT LAHAT TAYO AY INVOLVED DAHIL BUHAY NG KOOPERATIBA ITO!

PAPANO NA LANG KUNG AYAW NG KARAMIHAN ANG MAGING MIYEMBRO SA BAGONG KOOPERATIBANA ITINATATAG NG ILANG DIRECTOR AT MGA ALIPORES NITO? ANG MGA DIRECTOR NA NAGTAGTAG NITO AY DAPAT MAG-RESIGN SA KASALUKUYANG PECCI DAHIL TAKSIL SILA SA ADHIKAIN NG CURRENT PECCI AT SA MGA MIYEMBRO.

Pero ano nga kaya ang dahilan (tila malalim ito..) at ano nga ba ang motibo ng grupong ito?

Kung mag-expire ang buhay ng kasalukuyang PECCI dahil ayaw ng mga naka-upong Director, sa isang banda, hindi ganoong yata ka-simple ang procesong dadaanan ng isang na-dissolved o nag-expired na Coop? Kahit sa isang ordinaryong Korporasyon, may proceso ng tinatawag na “ liquidation of assets and payments of liabilities ”. Papaano ang mga miyembro na ayaw sumali sa bagong kooperatiba at gusto ipagpatuloy ang kasalukuyang PECCI? Saan kukuha ng pera o pondo para sa capitalization ang bagong kooperatiba? Sa pera natin sa current PECCI? Kung gagalawin ang pera natin ay dapat pagbotohan ng miyembro kung papayag ang karamihan ng miyembero. Parang personal na pera ng mga Director ang turing nila sa pera ng PECCI. Mali yata yon at labag sa batas!

Napakamasalimoot at komplikado ang mga bagay na ito. Maraming mga katanungan ang dapat munang masagot ng kasalukuyang pamunuan ng PECCI. Papaanong bubuuin, papaano ang mga deposito ng miembro, sino-sino ang bubuo, .. Pero ang pinaka-simpleng katanungan ay BAKIT KINAKAILANGANG GAWIN ITO?

Ganoon pa man, may paraan pa para maparating natin sa CDA ang ating damdamin Kalakip ng open letter na ito ang isang petisyon inaasahan naming susuportahan ng lahat o nakararami ng mga kasapi ng PECCI. Ang issue ay ang buhay ng pinakamamahal nating samahan magdaaos ng 50th Anniversary sa susunod na taon Dec.6, 2008. Napakalaking grasya at pakinabang sa buhay natin dito sa PLDT sa nagdaaang 49 years at magiging bahagi ng buhay pa natin.
