Mr. Hernandez writes Mr. Mendoza and PECCI Board

Dear Mr. Mendoza and the rest of the PECCI Board,

Pasensiya na po at hindi lang talaga ako makatiis sa mga sinasabi ninyo sa letter ninyo kay Atty. Arevalo sa magiging purpose o layunin ng pagkakabuo ng CONSULTATIVE COMMITTEE. I would like to quote you , to wit: " shall primarily study the existing provisions of the Articles and By Laws of PECCI with the end in view of coordinating and liaising with CDA as to the most expedient alternative which the CDA will accept in order to further the existing life of PECCI beyond Dec. 8, 2008. "

May I ask you if you have really read and understood our Articles and By Laws? Where in our Articles and By Laws can you find a procedure that says ( that this is/these are) the step(s) in extending the life of our Coop (PECCI), whose life term will expire on Dec. 8, 2008 , that will be that most expedient way for the designated Government Body tasked to regulate Cooperatives (in this case the Coperative Development Authority or CDA) will accept? What do you mean by "expedient way" ?

In fact, even in the other Cooperatives nationwide or even worldwide for that matter , will such provisions in their Articles and By Laws exists. There are provisions for dissolutions or mergers, but, none for extension that I know of. For really, a Coop like ours, which has been among the top five(5) in the Philippines in terms of Assets, Membership share, Net Surplus, and other indicators of a strong and stable Cooprative for decades, will even think of dissolving or letting its life to expire???? .

Further, please refer to the Memorandum of CDA on procedures on extension, which our Mr. Pascual quoted in previous emails. Hindi po ba niya na-i-share sa mga kapwa Board members ang Memorandum na iyon ng CDA?

Again, pasensiya na po at hanggang ngayon ay nakikialam ako. I have all the rights Sirs/Madam. I am still a bona-fide member. I chose to continue my membership even if I availed of the early retirement I PLDT, because PECCI and TELESCOOP have been a part of my life. Together with some concerned members (Kiko Caballero, Ike Arboleda, and others) we stood our ground before for Good Governance, Transparency and the Truth. Sorry, but even if we are few, we will still stand for these principles.

We will monitor developments and we will continue to speak out our hearts and our minds on isues affecting our Coops.

Honorable PECCI Board of Directors:

Since Majority of the PECCI directors have publicly voted for the EXTENSION OF PECCI COOPERATIVE LIFE, it would be a waste of resources to convene the Consultative Committee. It is just appropriate that a Board Resolution for EXTENSION OF PECCI COOPERATIVE LIFE be passed in the next Board Meeting.

Thank you, Mr. Pete Pinlac, for such honorable act of support for INTEGRITY and TRANSPARENCY in PECCI.

Until today, despite the numerous emails and other correspondences no one in PECCI Board has explained the "Articles of Cooperation and By-laws of August 28, 2007" which some current PECCI Officers and Committee members had surreptitiously executed that will establish a New Cooperative (PECC Institution), and NOT EXTEND the cooperative life of the existing PECCI.

With your sincere appeal to PECCI President Ric Pascual and other PECCI officers, we join you in your prayers that the old forgotten sense of decency and dignity will then be revived and rekindled as a foundation of Cooperative Service to the PECCI members.

Again, our wholehearted gratitude for this courageous act.

Dear Sir,

As an ex-director and a concerned PECCI member, I am writing this letter of concern relative to your letter dated December 17, 2007 to all concerned PECCI members. I am deeply bothered by the board's decision in addressing the controversies regarding the dissolution or extension of life for PECCI.

Allow me to say Mr. President that no prudent human being, from within or from without PECCI, will entertain the idea of its dissolution on its Golden Anniversary. That is simply crazy. Some concerned members were alarmed upon learning that some directors are contemplating on the dissolution of PECCI to get rid of the term limit provision of our Constitution and Bylaws. Alam mo na sir.ala TELES. If this is true, we hope that you will not allow yourself to be a rubber stamp to their sinister plan.

But I am, nevertheless worried about the way the board has dealt with the issue. As you have put it in your letter, you (and the board) intend to resolve the controversy by forming a consultative body. What for? To give a recommendation whether to dissolve PECCI or not? Help me out here Mr. President. You have formed a consultative body to make a recommendation whether or not to dissolve our beloved cooperative? Because that is suppose to be the only issue at hand. Not to mention that non-dissolution would mean an extension to its life as a cooperative.

The meat of all this controversy is our concerned members fear that PECCI may be dissolved in its 50th anniversary. Would it not suffice for the board to declare categorically that they will not allow such a stupidity? Can you not declare for the sake of sobriety that as a good father of the PECCI family and an honorable Vice President of PLDT, you will not allow the dissolution of PECCI?

Correct me sir if I am wrong with my presumptions, that by forming a consultative body in relation to the controversy at hand, you are providing some room for circumventions which may eventually lead to the feared dissolution of PECCI.

If your primary consideration is the interest of PECCI members and their continued enjoyment of all the benefits of PECCI membership then why don't you ask the ordinary PECCI member whether they are for the dissolution or not?

I have heard that you are an honorable man, which is why I seek your elucidation of the issue which has been glossed over further by the Boards decision publicized in your Dec 17, 2007 letter to all concerned PECCI members. As president, the whole PECCI membership relies on your sound decision. That is also what they only deserve from our honorable Board which you chair. I hope that you will do just that.
